Children may display sexual curiosity and behaviours as a normal part of their development. However, it can be difficult for teachers and educators to determine when a behaviour is developmentally typical and when it may indicate a need for further support or intervention.
Developed by Goodstart's safeguarding team and external experts, the framework is based on the sexual behaviour continuum (written by Amanda Paton and Leah Bromfield) and helps educators distinguish between age-appropriate behaviours and behaviours that may be unsafe or harmful. It supports consistent, child-centred responses and provides practical guidance for educators working with children from birth to six years.
The framework aligns with national child safeguarding principles and draws on current research, expert consultation and best practice in child development and abuse prevention.
It includes:
- A continuum of children's sexual behaviours
- Examples of developmentally typical and concerning behaviours
- Practical guidance for educators and centre teams
- Recommended response pathways
- Strategies and resources that can be shared with families
The resource has been designed for teachers and educators working with children aged birth to six years, while also supporting conversations with families about children's healthy development and safety.
